Project’s goals: creation of the program documents system ensuring dynamical socio-economic development of the Territory in long–term perspective
Project objectives:
- Elaboration of recommendations for effective settlement of the regional economy structural problems deterring to advancement of the Territory’s socio-economic development.
- Elaboration of recommendations securing systematical arrangement of problems in human capital development field and increase of living standards on the Territory.
- Analysis and correction of available directions and identification of new priorities for the Territory’s socio-economic on cluster’s level, macro-areas, and region in whole taking into account:
• strategic directions for development implied by the National Target Programme Economic and social development of the Far East and Transbaikalia for the period until 2013 and Subprogramme The City of Vladivostok development as a center of international cooperation in the Asian-Pacific region.
• realization of scheduled investment projects aimed to comprehensive socio-economic development of the Primorie Territory financed at the expense of out-of-program and out-of-budget sources.
• projects for creation special economy zones of technical and innovative type, of harbour, tourism and recreational type.
• elaboration of methods and events ensuring realization of indicated priorities taking into account actual condition of infrastructure and resources determined industrial and territorial specialization (including creation of priority industries list and elaboration of main parameters for large-scale projects in economy field, infrastructural and social development sectors), as well as availability of resources to put into practice suggested solutions.
- evaluation of basic variants for the Territory’s socio-economic development with regard to different scenarios of suggested priorities realization, measures to their achievement and internal and external factors effect.
